Enforcement Profile

The primary mission of the Ventura Harbor Patrol is to promote boating and marine safety throughout the Harbor District. Our team delivers rapid response and professional services for waterborne emergencies while upholding Ventura Harbor ordinances and boating regulations that ensure safe and responsible recreation. As a specialized hybrid public safety agency, the Harbor Patrol is committed to prevention, education, and maritime safety.

Harbor Patrol personnel receive extensive formal training in emergency medical services, search and rescue, lifeguarding, boating law, marine firefighting, hazardous materials response, and other critical specialties. Most team members hold advanced credentials, including California EMT licenses, United States Lifesaving Association certifications, U.S. Coast Guard Captain licenses, and completion of specialized academies in search and rescue, marine firefighting, accident investigation, and coastal boat operations."

The Harbor Patrol is not a police agency. All official law enforcement matters within the Harbor District fall under the jurisdiction of the Ventura Police Department, Ventura County Sheriff’s Office, or the U.S. Coast Guard. The Harbor Patrol’s enforcement authority is limited to local ordinances and specific boating regulations under the California Harbors and Navigation Code
